নাগরিক রিপোর্ট : বরিশাল সিটি করপোরেশনে (বিসিসি) সবচেয়ে বড় বাজেট দেয়া হয়েছিল ২০১৯-২০ অর্থ বছরে ৫৪৮ কোটি ১০ লাখ ৬৭ হাজার ৪৩৭ কোটি টাকার। তাতে ছিল নগর উন্নয়নে অনেকগুলো মেগা প্রকল্প। ২০০২ সালে বিসিসি প্রতিষ্ঠার পর এত বড় অংকের বাজেট এবং ঘোষণায় জাকজমক আয়োজন এরআগে কখনও হয়নি।
২০১৯ সালের ৩১ জুলাই বিকালে নগর ভবন সংলগ্ন ফজলুল হক এভিনিউতে উম্মুক্ত পরিবেশে প্রথম বাজেট ঘোষণা করেছিলেন তখনকার নবনির্বাচিত মেয়র সেরনিয়াবাত সাদিক আবদুল্লাহ। কিন্ত অর্থবছর শেষে স্বপ্নভঙ্গ হয় নগরবাসীর। ৫৪৮ কোটি টাকার প্রস্তাবিত বাজেট পরের বছর সংশোধিত আকার হয় মাত্র ৯৪ কোটি ৭২ লাখ ৫৯ হাজার টাকা। অর্থ বরাদ্ধ না থাকায় বাস্তবায়ন হয়নি একটিও উন্নয়ন প্রকল্প।
এরপরে ৩টি অর্থ বছরের বিসিসির বাজেটের চিত্র প্রায় একইরকম। বড় অংকের লোভনীয় বাজেট ঘোষনা হয়, সরকারি ও দাতা সংস্থার অনুদান-বরাদ্ধ না থাকায় বছর শেষে সংশোধিত বাজেট ছোট আকারের। এনিয়ে নগরবাসীর মধ্যে বিরাজ করছে উন্নয়ন বঞ্চনার চাপা ক্ষোভ।
মেয়াদের শেষ বছরে মেয়র সাদিক আবদুল্লাহ গতকাল বৃহস্পতিবার ২০২২-২৩ অর্থ বছরের ৪১৮ কোটি ৯০ লাখ ৮৫ হাজার ৩৭২ টাকার আরেকটি লোভনীয় বাজেট ঘোষণা করলেন। প্রস্তাাবিত বাজেটে উন্নয়ন খাতে বরাদ্ধ রাখা হয়েছে ৩৩৮ কোটি ৮ লাখ ১৬ হাজার ৯৭৯ টাকা। যার মধ্যে নিজস্ব উৎস্য থেকে ব্যয় হবে ৬৩ কোটি ২ লাখ টাকা। অপরদিকে ২৩৮ কোটি ৮৭ লাখ টাকা বিদেশী সাহায্যপুষ্ট এবং ৩৬ কোটি ১৯ লাখ টাকা সরকারি থোক বরাদ্ধ নির্ভর। অর্থাৎ বিগত ৪ বছরের মতো এবারও অর্থ বরাদ্ধ না মিললে উন্নয়ন প্রকল্পগুলো বাজেটের অলংকার হিসাবেই থেকে যাবে।
বৃহস্পতিবার ওয়েবিনারে প্রস্তবিত বাজেট ঘোষণা করেন মেয়র সাদিকের প্যানেল মেয়র গাজী নাইমুল ইসলাম লিটু। পরে প্রশ্নোত্তরে মেয়র সাদিক জানান, তিনি সিটি করপোরেশনের আয় বাড়িয়েছেন। অপরদিকে ব্যয় কমিয়েছেন। সরকারি বরাদ্ধ না থাকায় নিজস্ব অর্থ দিয়েই কয়েকবছর যাবত নগরের উন্নয়ন করছেন। যদিও নগরবাসীর মতে, কয়েকটি সড়ক সংস্কার ছাড়া নগরীর আর কোন দৃশ্যমান উন্নয়ন হয়নি গত ৪ বছরে।
আগের ৩টি বাজেটে যা ঘটেছে : সদ্য শেষ হওয়া ২০২১-২২ অর্থ বছরে বিসিসির প্রস্তাবিত বাজেট ছিল ৪১৫ কোটি ৭২ লাখ ৩৭ হাজার ৩৬৬ কোটি টাকার। গতকাল সেটি ২৯৬ কোটি ৫৭ লাখ ৫৪ হাজার ৫৬০ টাকার সংশোধিত বাজেট দেয়া হয়। মেয়র সাদিক আবদুল্লাহ দায়িত্ব গ্রহনের পর এটিই সবচেয়ে বড় অংকের সংশোধিত বাজেট।
মেয়র জানান, ২১-২২ অর্থ বছরে বাজেটে সরকারি অনুদান ও বৈদিশিক সাহায্যপুষ্ট উন্নয়ন প্রকল্প ছিল ২৬৫ কোটি ২০ লাখ ৩৩ হাজার ৩৯১ টাকার। তার বিপরীতে বরাদ্ধ পেয়েছেন মাত্র ৪৩ কোটি ৩৩ লাখ ৪২২ হাজার ১৭২ টাকা। তার আগের বছর ২০২০-২১ সালে প্রস্তাবিত বাজেট ছিল ৪২৭ কোটি ৬২ লাখ ৬৪ হাজার ৩৪৫ টাকার। বছর শেষে জানানো হয়, ওই বাজেটে সরকারি বিশেষ অনুদান এবং সরকারি ও বিদেশী সাহার্য্যপুষ্ট উন্নয়ন প্রকল্প ছিল ২৮০ কোটি ৪০ লাখ টাকার। তার বিপরীতে বরাদ্ধ পেয়েছেন মাত্র ১৭ কোটি ৯১ লাখ ৪২ হাজার টাকা।
মেয়র সাদিকের ২০১৯-২০ অর্থ বছরে জাকজমক ‘বিগবাজেট’র সংশোধিত অবস্থা ছিল সবচেয়ে করুন। ৫৪৮ কোটি ১০ লাখ ৬৭ হাজার ৪৩৭ কোটি টাকার বিপরীতে সংশোধনী আকার হয় মাত্র ৯৪ কোটি ৭২ লাখ ৫৯ হাজার ৬৮৩ টাকা।
প্রসঙ্গত, প্রথম বাজেট (২০১৯) সালে জাকজমকভাবে বাজেট ঘোষনা করলেও পরের বছর থেকে তিনি ওয়েবিনারে বাজেট ঘোষনা করছেন। ২০২০ সালে দ্বিতীয় বাজেট দেন ঈদুল ফিতরের ছুটি চলাকালীন সময়ে ফেসবুক পেজের মাধ্যমে।
বাড়ছে বাজেট অংলকার : বিসিসির অর্ধশতাধিক উন্নয়ন প্রকল্প আছে যেগুলো প্রতিবছর বাজেটে উল্লেখ করা হয়। এরমধ্যে কয়েকটি মেগা প্রকল্পও রয়েছে। কিন্ত অর্থ বরাদ্ধ না থাকায় ওই প্রকল্পগুলো আজ পর্যন্ত আলোর মুখ দেখেনি। তারপরও প্রতিবছর প্রস্তাবিত আগেরগুলো যুক্ত করে আরও নতুন উন্নয়ন প্রকল্প বাজেটে গুরুত্বসহকালে উল্লেখ করা হচ্ছে। যেকারনে এগুলো বিসিসির ‘বাজেট অলংকার’ হিসাবে খ্যাতি পেয়েছে।
এ প্রকল্পগুলোর মধ্যে উল্লেখ্যযোগ্য হচ্ছে- আবদুর রব সেরনিয়াবাত বাস টার্মিনাল নির্মান, নতুন নগর ভবন নির্মান, নতুন পানির পাইপ লাইন স্থাপন, আধুনিক বর্জ্য ব্যবস্থাপনা স্থাপন, নগরীর গুরুত্বপূর্ন সড়কে ওভার ব্রীজ নির্মান, ৪টি ভাসমান পানি শোধনাগার স্থাপন, সিসি ক্যামেরা স্থাপন ও শহর রক্ষা বাঁধ নির্মান, প্রতিটি ওয়ার্ডে কাউন্সিলর কার্যালয় নির্মান, ঝাউতলা দ্বিতীয় গলিতে নিখিল সেনের বাড়ি সংলগ্ন পুকুরটি সৌন্দর্যকরন, নগর ভবনের কর্মকর্তা-কর্মচারীদের আবাসিক ভবন নির্মান, বর্ধিত এলাকায় সুপেয় পানি সরবরাহ ইত্যাদি।
এছাড়া বিগত মেয়র আহসান হাবিব কামালের সময়ে শুরু হওয়া কেন্দ্রীয় শহীদ মিনার সংলগ্ন বঙ্গবন্ধু অডিটোরিয়াম, সদর রোড ৭ তলা সুপার মার্কেট, কাশীপুর হাইস্কুল অ্যান্ড কলেজের সামনে ট্রাক টার্মিনাল নির্মান কাজ শেষ করা।
